- Nominate members to governing bodies: Under the Act, the Board of Management must include persons nominated by the Sponsoring Body (e.g. two educationists) and other members recommended by it.
- Dissolution, assets & oversight: The Act grants the sponsoring body authority to dissolve the university under prescribed conditions (with due notice). In case of dissolution, all assets and liabilities revert to the Sponsoring Body, except that if dissolution occurs before 50 years, assets may vest with the State Government.
- Compliance & accountability: Ensures the university adheres to statutory obligations, acts in accordance with rules, maintains financial integrity, and submits audits and reports as required.

- Provide education in diverse fields and disciplines, with preference to Sikkimese students for admissions.
- Promote holistic development, cultural integration, innovation, and social transformation through education.
