The following Act passed by the Sikkim Legislative Assembly and having received the assent of the Governor on the 20^th day of June, 2025 is hereby published for general information:

to provide for the establishment and incorporation of Shri Rukmani Dwarkadhish University of Science and Technology in the State of Sikkim and matters connected therewith and incidental thereto.

WHEREAS, with a view to provide transformative educational experience that combines academic excellence, cultural preservation and sustainable innovation through rigorous and inclusive learning, inter-disciplinary research and global engagement, the University aims to become a premier centre of academic excellence, cultural heritage preservation and sustainable innovation guided by a commitment to holistic development to empower students to excel as compassionate leaders for positive societal transformation embracing diversity and shaping a harmonious future;

AND WHEREAS, Manudiaz Education Foundation, Ludhiana, Punjab is a non-profit company registered under the Companies Act, 2013 bearing registration certificate no. U80903PB2022NPL055962 dated 19th May, 2022, having its registered office at 788 Patel Nagar, Ludhiana, Punjab, India – 141001.

Registration / additional qualification registration of candidates graduated / post-graduated from other than council recognized colleges (Colleges located outside Maharashtra)

All concerned are hereby informed to note the change in registration and additional qualification registration process:

1. The online appointment for verification shall remain closed for all.
2. Candidates must fill form online, pay online & upload documents on the official website.
3. The candidate must obtain the sign and stamp of the principal of the college from which the degree is acquired, on the first page of the application.
4. Applications without photo attestation by the principal shall not be processed.
5. Candidates must send one copy of the application form, online payment receipt, and required documents via registered post/speed post to the council office.
6. Candidates passed out from RGUHS, Karnataka must pay verification fees directly to RGUHS. A copy of the payment receipt must be attached with the application form.
7. Verification charges must be paid directly to the concerned university or authority if required.
8. The registration certificate will be issued after successful verification & approval from the registration and equivalence committee.
9. Complaints regarding delays in registration due to delay in verification from universities shall not be entertained.
